The report says Webster explained that Bledsoe completed "make-up and extra work" that justified the grade changes.

We do not credit this explanation," the report said. "We note that the teacher changed (Bledsoe's) grades far more frequently than those of any other students in his class."

[twice, it appears. not sure why that makes the explanation non-credible. is it impossible to turn in make-up and extra work on two occasions? still looking for link to released report]

Yep, as we have all known for a long time, a teacher decides what grade is earned. Story over.

First impression: $10,000 for this? 3.5 pages of largely repetitive paragraphs? What did it take, 3 months? Okay.

Second impression: The investigator is free to make his own assessment of credibility, but as a former judge, he most certainly should have spent considerably more time explaining the basis of that conclusion. I sometimes rule on credibility issues on appeal, and I'm afraid I would rule that the judge's finding is unsupported by substantial evidence. The only stated explanation is that the teacher changed Bledsoe's grades "far mor frequently" than he did the grades of other students. Twice he changed Bledsoe's grade, as far as we can tell. And the report adds that the teacher did change other students' grades. So your guess is as good as mine.

This is a very weak part of the report, and unfortunately the one every critic will cling to in perpetuity.

What a horrendous report. I would expect better for the money and time dedicated to this inquiry. Extra credit and make up work is given at the teachers discretion in high school and the only determining factor that would effect a student is if they missed too much school. That is never mentioned in the report. They basically have absolutely no proof of any wrongdoing and the AHSAA, school board and teacher are sticking with the grade. It is very difficult to see any way in which the NCAA could take any action against Bledsoe and UK at this point.
